Palestinian country code Top-Level-Domain (ccTLD) in Arabic language (.falasteen) launching and registration regulation

1. Terms and Definitions

For terms and expressions defined in Palestinian Telecommunication Law no(3) year 1996 and regulations or any later modifications on it, and PNINA bylaws and registration policy for Arabic domain name to have the same defined meaning in that documents . Words and terms in this regulation have specific meaning as follow:

  1. Regulation: the document which regulate opening the Arabic domain names registration under Palestinian country code Top-Level-Domain in Arabic (.falasteen)
  2. PNINA: The Palestinian National Internet Naming Authority (PNINA) is the Official domain registry for the Palestinian country code Top-Level-Domain (ccTLD) Arabic or Latin domains. PNINA’s role is to formulate of registration policies and administer the Palestinian top level domains Registry.
  3. Sunrise Period: Given period of time only for Certified Registrar to register domain names under Palestinian country code Top-Level-Domain in Arabic (.falasteen) for famous companies, organizations and trademark holders, this period will be opened on Sunday, October 17 , 2010 at 8:30AM and will end on Tuesday, November 30, 2010 at 3:00PM.
  4. Open registration Period: Given period of time where the registration under Palestinian country code Top-Level-Domain in Arabic (.falasteen) will be open for local and international individuals and institutions and starts from 8:30AM on Sunday,  January 2, 2011
  5. Certified Registrar: is an entity having contractual relationship with PNINA to collect information and fees from Registrants and forward them to PNINA for data entry into the Registry database.
  6. Arabic domain names registration rules: The published document on PNINA official website which has the Arabic domain names (.falasteen) registration rules and policies.

2. Domain regulation

  1. Regulations which regulate all aspects of launching the registration under Palestinian country code Top-Level-Domain in Arabic (.falasteen).
  2. The regulation will be certified from PNINA board of directories and will be valid 30 days after they have been published on PNINA website and will end at the start of the Open Registration Period.
  3. PNINA competent of administrating the Palestinian top level domains Registry, no other entity or organization has the Authority to regulate the related procedures of registration process under the Palestinian ccTLDs.
  4. The registration will be opened in two stages,
    1. Sunrise Period which will start at  8:30 am on 17 October 2010 (Jerusalem Main Time) for local and international organizations; companies and Trademarks holders to enable register their domain names in Arabic language through PNINA Certified Registrars this sunrise period will end at 3:00 PM on 30 November 2010.
    2. Open Registration period: this stage will start at 8:30 am on 2 January 2011 where the registration will be open for local and international individuals and institutions. Only applications with correct and complete information will be considered for registration.
    3. All applications will be processed on equal basis and according to the first-come-first-serve principle through PNINA registrars.

3. Sunrise period

  1. During this period the  certified registrar  will have  the opportunity to register  domain names   under  Palestinian country code Top-Level-Domain in Arabic (.falasteen) for famous companies , organizations and trademark holders according to companies and trademarks  controller  certificates (without any modification ,shortcut or translation) this will be supervised on secure ,credible and auditable procedures.
  2. Applications on sunrise period must be filled with correct and complete information and apply the registration polices and regulation for Arabic domain names registration and all related polices and procedures regulated by PNINA.
  3. Any application after the sunrise period ends, will not be acceptable until open  Registration period starts.
  4. PNINA has the right to check if the application meets the registration rules and polices before considering it.
  5. PNINA has the right to give the certified registrar who applied during the sunrise period a period not more than seven days from the date of informing them, for one time only, to handle any mistakes or missing information in their or their customers applications.
  6. In case of receiving more than one application for the same Arabic domain name during sunrise period the eligibility will be for the entity who have the oldest official certificate from the companies or trademark controller which matches the required domain name with correctly filled application.
  7. PNINA will inform the applied applicants during the sunrise period through the certified registrar by Email or any another suitable way before the Open Registration Period starts.
  8. All received applications will be checked during sunrise period and the registered domain names will be published through registrars’ database before the Open Registration Period starts.
  9. Granting eligibility for any domain name to a registrar (in this period) will not give the registrar any legal or Property Rights for the domain name.

4. Open Registration Period:

After the commencement of the sunrise period, the Open period will start where the registration under the Palestinian country code Top-Level-Domain in Arabic (.falasteen) will be open for any local or international individual or institution according to the precedence and meeting the registration polices and rules.

5. General Provisions

  1. PNINA has the right to request any additional document or information from the registrar in a specific period by any communication method suitable and determined by PNINA , in case of not submitting the required document or information, PNINA  has the right of refuse or cancel the registration application.
  2. PNINA has the right to suspend transferring the Arabic domain name for  a period not exceeding 30 days from the Open Registration period starting date except for domain names which  have been transferred  by PNINA according to the Dispute Resolution Policies/rules and Procedures or from any Judicial body or any official Palestinian authority.
  3. Beside considering any special provisions included in this regulation, Certified Registrars have to obey all the conditions and provisions of  Arabic domain names registration regulation.
  4. PNINA has the right to grant any body to do or provide any or all of its services or activities which needed to complete its missions.
  5. PNINA will publish this regulation on its official website before a period not less than 30 days from the start date of sunrise period.
  6. PNINA has the right to modify the published dates in this regulation if its required ,the modified dates will by published on the website before the deadlines.
  7. All the published dates and time properties are set according to local Palestine-Jerusalem local time.
  8. PNINA has the right to register, hold or protect any numbers of Arabic (or any other language)  domain names before starting any registration stage or period.
